The 81 EU fragrance allergens (Annex III, Reg. 2023/1545)
Since Regulation (EU) 2023/1545, cosmetics must name 81 fragrance allergen entries on the ingredient list when each exceeds 0.001% in leave-on or 0.01% in rinse-off products. New products have needed this since 31 July 2026. Products already on the market have until 31 July 2028. The full table, with INCI names and CAS numbers, is below.

When an allergen goes on the label

The % is the allergen's share of the finished product, not of the fragrance oil. "Over" means strictly greater: exactly 0.001% in a leave-on product stays off the label.
Deadlines
- 31 July 2026: new products placed on the EU market must declare the full list (in force).
- 31 July 2028: products already on the market must comply too.
The 81 entries
Entry numbers are the Annex III entry numbers. Where a row lists several names, print the INCI name of the ingredient you actually use.
Some entries cover several names or isomers. Add them up and compare the total.

26 to 81: what changed
The old rule named 26 fragrance allergens (Health Canada's guide counts them as 24 entries). Regulation (EU) 2023/1545 expanded Annex III to 81 entries, adding many essential oils and extracts. The thresholds did not change.
