Fragrance allergen labelling in Canada (2026)
Canada's Cosmetic Regulations adopt the EU's Annex III fragrance allergen list. Since 12 April 2026, all cosmetics must name the 24 original allergens (the EU's older 26, which Health Canada counts as 24 entries) above 0.001% (leave-on) or 0.01% (rinse-off). New products have had to name the expanded list since 1 August 2026; existing products must by 1 August 2028. Allergens also go on the notification form.

Dates
| From | What must be named | Source |
|---|---|---|
| 12 April 2026 | 24 allergens (List 1), new and existing cosmetics | Health Canada, section 8.3.8 |
| 1 August 2026 | The full Annex III list (List 2), new cosmetics | Health Canada, section 8.3.8 |
| 1 August 2028 | The full Annex III list (List 2), existing cosmetics | Health Canada, section 8.3.8 |
Limits
The same as the EU: name an allergen when it is over 0.001% of a leave-on product or over 0.01% of a rinse-off product. Manufacturers and importers also list them in section 5 of the cosmetic notification form.
What Scentlabel checks
Scentlabel computes against the EU Annex III list, 81 entries (Canada's List 2). The full list includes all 24, so a label made with the full list also covers the April 2026 rule. See the full list.
